THOMAS A. COOKE/TAHOE REGIONAL PLANNING AGENCY
Thomas A. Cooke was an attorney and member of the Tahoe Regional Planning Agency (TRPA) until 1981.
The Tahoe Regional Planning Agency was jointly created as a bi-state compact by the states of California and Nevada in the late 1960s to meet Lake Tahoe basin-wide planning needs, including general plans. Areas over which the TRPA has authority include new construction, erosion control, storm water runoff, shorezone development and protection, road construction, land use, and tree conservation and harvesting. This compact, approved by the U.S. Congress authorized the TRPA as an appointed, non-elected governing body which can pass ordinances governing the use of all the land, air, and water, both public and private, within the Lake Tahoe Basin. Five members of the Agency represent Nevada and five members represent California. Other members are a member appointed by the governors of each state, the Director of the Nevada Department of Conservation and Natural Resources, the Director of the California Department of Natural Resources, and a non-voting member appointed by the President of the United States. They have superior jurisdiction over the elected governing bodies of all five counties surrounding the lake and over the City of South Lake Tahoe for issues within the Basin.
SCOPE AND CONTENT
This collection was given to the Special Collections Department by Thomas A. Cooke in 1981. It consists of three cubic feet of materials, dating from 1971-1979; there are no restrictions on use of the collection.
The records of Thomas A. Cooke/TRPA were actively solicited by the Special Collections Department as part of a project to fully document development of the Lake Tahoe area in the second half of the twentieth century. Related manuscript collections received as part of the project include the records of the Lake Tahoe Area Council (NC1200), Lake Tahoe Area Research Coordination Board (82-07), and Tahoe Regional Planning Agency (82-60).
The arrangement of this collection is as it was created and maintained by the TRPA. The contents include minutes, correspondence, legislative files, annual reports, administrative manuals, TRPA general plans, and subject files. Topics of the subject files include construction and development of Harrah's and Harvey's casinos at Lake Tahoe, land use, shoreline development, transportation and parking, subdivisions, sewage management, timber harvesting, and forest conservation.
The title pages of published materials were photocopied and filed at the end of this collection. Those published materials were removed from the collection and cataloged into the Special Collections book stacks.
